Integrity Commissioner

Council appointed Robert J. Swayze, Barrister & Solicitor as the Municipality’s Integrity Commissioner, pursuant to S.223 of the Municipal Act.

This position reports to Council and is responsible for performing in an independent and impartial manner, services with respect to: application of the code of conduct, procedures rules and policies of the Municipality governing the ethical behavior of members of Council, the application of the Municipal Conflict of Interest Act, provide advice to Members of Council respecting their obligations under the code of conduct, procedures, rules or policies of the municipality governing ethical behavior, and conflict of interest; and provision of educational information on same.

Any person can file a complaint that a member has contravened the Code of Conduct or Municipal Conflict of Interest Act. Complaints must be in filed in writing with the Clerk, by completing a sworn affidavit, together with a (non)refundable fee. The complaint must include specific reference to the sections of the Code/Act that has been allegedly contravened. Upon conclusion of a complaint investigation, the Integrity Commissioner will issue a report to Council on the findings of the investigation that will be placed on a public meeting of Council.
